How can I change the tile set or the layout of the tiles?

You can make the menus appear in the game by pressing the button on your Palm that is right below the house button. It looks like a bar, a box, and an arrow pointing down. Once you press that button the menu drops down and you click on Options. If you click on Game, you can change the layout, game difficulty, and tile distribution. If you click on Display, you can change the tile set and the background.
